Stefan Junker 3f76453483 merge(skills): reconcile published instructions with MCP roles 
Why:
- Deploy the published instruction repairs without losing Infra Role-Mail behavior.
- Preserve the registered-seat and assignment contracts while removing stale coordination rules.

Changes:
- Merge remote master 49bf83bd into Infra source 19630a1a for M-ACP-081.
- Apply typed receipt, process-liveness, focused consultation, and bounded implementation rules.
- Retain semantic case checks, validator results, unchanged runtime inputs, and the existing formatter baseline failure.

I currently link to this repo from ~/.codex/skills. If it turns out to be an issue that agents know about all skills in every project, I will try to figure out a more selective approach in the future.
