Stefan Junker 3ec07d084c agile: inherit delivery bet boundaries
Why:
- Iteration mechanics should slice execution without creating a second appetite, authority model, or tracking artifact.
- Small in-bet spikes and payout-level diagnostic bets need an explicit hierarchy.

Changes:
- Keep stories, iterations, pivots, and spikes inside the owning delivery bet's contract and appetite.
- Use repository-owned tracking artifacts and defer milestone closure sweeps to the milestone contract.
- Refine the spike template around bounded discriminating evidence and diagnostic-bet escalation.
