Extract the domain-free server kernel proven in Accountant-rs (auth,
capability-per-route enforcement, axum skeleton over TCP and Unix
sockets, lease-only state access, receipt-returning commits) into a
reusable cqrses-middleware crate, with Accountant-rs migrating as the
first consumer and the dotagents mediated agent-mail transport
(dotagents milestone 0015 Decision 7) as the second.
Finding 1: the dotagents transport is a candidate trail, not a
committed consumer; Accountant-rs migration is this milestone's own
consumer proof. Finding 2: add invariant 5 - contract-to-router
registration equality and explicit classification of non-contract
routes. Finding 3: application identity (namespace, secret path,
cookie name, signing context, browser copy) becomes explicit consumer
configuration, and the domain-neutrality proof gains literal,
public-type, and generated-doc scans. Finding 4: the roadmap track
states M0020 is a Draft naming no current execution milestone.

The payout is a server the consumer builds on - owning route
registration, state wiring, and serving - not an interception layer;
the middleware framing undersold exactly the registration-equality
invariant that motivates the extraction. Operator naming decision:
the crate is cqrses-server. Literal axum middleware usages (the auth
and capability layers) keep the word.
