after many tries, it seems like hostapd needs a restart periodically. will link more info as symptoms show up

resolved via c66a7c65c2 as a result of a patch that changes how VLAN packets are handled in the mac80211 driver. so far this patch is maintained in my fork of nixos-sbc.
